Pompeii was a wine center of the Roman empire. Pompeians themselves were known for their wine-drinking capacity.
In 79 AD eruption of Mount Vesuvius destroyed Pompeii. Wine prices skyrocketed.
In a response Romans started to plant vineyards near Rome. They even replaced grain fields with vineyards, which lead to a shortage of food.
To battle shortage of food, emperor Domitian decreed in 92 AD that no new vines to be planted. He was ignored.
Side note — in first century AD wooden barrels (invented by Celts) replaced amphorae since they were easier and safer to transport.
